"Amenities will include play equipment for a playground for children ages 2 to 12," said Tony Hetherman, the city's park projects coordinator, by phone.
Patriot Park will also have benches and a walking path around the interior of the park.
The park will have turf, trees and shrubs, as well as security lighting and fencing, Hetherman said.
The project is still in the design stage, so it's not clear exactly how much it will cost, he said.
The city plans to use federal community-development block grant funds to pay for the project, which could be completed by spring 2010, Hetherman said.
City officials spent $450,000 to buy out and demolish the carwash in 2004, because of illegal drug sales happening there and in a nearby alley.
After three fatal shootings in the area, city officials also decided in 2006 to buy out the Jr. Market liquor store for $900,000 and turn it into a police satellite office.
